Role Summary

The Pre-Qualification Executive is responsible for managing vendor registration and pre-qualification (PQ) activities across government, semi-government, EPC, and overseas customers. The role ensures that the company and its group entities are pre-qualified, approved, and compliant with technical, commercial, and regulatory requirements of clients and authorities.

This position involves evaluating technical and financial criteria, coordinating approvals, maintaining PQ databases, and supporting continuous improvement of the qualification process.

Key Responsibilities

A. Vendor Registration & Pre-Qualification (PQ) Activities

1. Handle Group Vendor Registration and PQ activities for all products, contracting, and associated services with:

  • Government & Semi-Government entities
  • ADNOC, ADWEA, Tabreed, NMDC
  • EPC Contractors and Overseas Customers

2. Coordinate and expedite approval procedures with clients and authorities.

3. Maintain, monitor, and update vendor approvals and renewals.

4. Manage Principal Agreements, Agency Agreements, and Service Contracts.

5. Coordinate MoE / Agency-related ministry, legal, and regulatory assignments.

B. Customer / Client Assessment

  • Review and evaluate customer pre-qualification requirements, applications, and documentation.
  • Assess technical capability, quality standards, and compliance requirements.
  • Analyze financial stability, past performance, and eligibility criteria as per client standards.
  • Support audits, clarifications, and site visits when required.

C. Pre-Qualification Process Management

  • Develop, maintain, and update PQ criteria, formats, and procedures.
  • Coordinate with internal departments (Engineering, Sales, Finance, HR, Projects) to collect required documents.
  • Conduct risk assessments related to client qualification and approvals.
  • Recommend qualified opportunities and clients for business engagement.

D. Documentation & Reporting

  • Prepare detailed PQ submissions, reports, and presentations.
  • Maintain an accurate and updated PQ database and approval tracker.
  • Monitor compliance status and renewal timelines.
  • Report PQ status, gaps, and approvals to management as required.

E. Stakeholder Coordination

  • Liaise with Sales, Procurement, Engineering, and Project teams to support tender and business requirements.
  • Communicate with clients, consultants, and authorities to clarify PQ requirements.
  • Provide guidance to internal teams on PQ standards and documentation expectations.

F. Continuous Improvement

  • Stay updated on industry standards, regulations, and client qualification trends.
  • Recommend improvements to PQ processes and documentation efficiency.
  • Participate in training and development programs to enhance technical and commercial understanding.

G. General

  • Perform any other duties assigned by the Line Manager from time to time in line with business requirements.

  • Strong understanding of vendor registration & PQ processes in the UAE.
  • Excellent documentation, coordination, and follow-up skills.
  • Ability to manage multiple approvals and deadlines simultaneously.
  • Proficiency in MS Office (Word, Excel, PowerPoint).
  • Strong communication and stakeholder management skills.
  • Attention to detail and compliance-driven approach.
