Description
Noor Al Sahara General Contracting LLC is seeking an experienced and highly motivated Contract Engineer to join our team and support the successful delivery of major Roads, Infrastructure, Utilities, Bridges, and Civil Engineering projects across the UAE.
The successful candidate will be responsible for contract administration, claims management, variation orders, correspondence, and ensuring compliance with contractual obligations under FIDIC and other project-specific contracts.
Key Responsibilities
Contract Administration
- Administer and manage contracts throughout the project lifecycle.
- Interpret contract conditions, specifications, drawings, and commercial requirements.
- Ensure compliance with contractual obligations by all project stakeholders.
- Review and monitor project correspondence to ensure contractual protection of the company's interests.
Claims & Variations Management
- Prepare and evaluate Extension of Time (EOT) claims.
- Prepare and substantiate cost claims related to delays, disruptions, changes in scope, and unforeseen conditions.
- Manage variation orders, notifications, and contractual submissions.
- Maintain comprehensive records supporting contractual entitlements.
Commercial & Risk Management
- Identify contractual risks and provide recommendations to mitigate exposure.
- Monitor contract performance and advise project teams on contractual matters.
- Assist in dispute avoidance and resolution.
- Support project commercial assessments and cost recovery initiatives.
Subcontract Management
- Prepare, review, and negotiate subcontract agreements.
- Evaluate subcontractor claims and variations.
- Ensure subcontract compliance with main contract requirements.
- Coordinate with project teams regarding subcontract administration.
Documentation & Correspondence
- Draft contractual letters, notices, and commercial communications.
- Maintain proper contract records and document control.
- Review monthly reports relating to contractual and commercial matters.
- Support project audits and management reviews.
Stakeholder Coordination
- Liaise with Clients, Consultants, Engineers, Authorities, and Subcontractors.
- Coordinate with Planning, QS, Procurement, Engineering, and Operations teams.
- Participate in commercial and contractual meetings.
Required Qualifications
Education
- Bachelor's Degree in Civil Engineering, Quantity Surveying, Construction Management, or related discipline.
- Master's Degree or professional certifications will be an advantage.
Experience
- Minimum 8–12 years of relevant experience in construction contracts administration.
- At least 5 years of experience in Roads and Infrastructure projects in the UAE or GCC.
- Experience in projects involving:
- Roads and highways
- Infrastructure works
- Utilities networks
- Bridges
- Street lighting
- Stormwater and drainage systems
- Municipality projects
Contract Knowledge
- Strong knowledge of:
- FIDIC Red Book
- FIDIC Yellow Book
- FIDIC Silver Book
- UAE construction contract practices
- Experience in:
- Claims preparation
- Delay analysis
- EOT submissions
- Variation management
- Contract negotiations
- Dispute resolution
Technical Skills
- Contract administration and commercial management.
- Strong understanding of project planning and scheduling principles.
- Ability to interpret engineering drawings and specifications.
- Cost impact assessment and contract valuation.
- Risk assessment and mitigation.
