ROLE OVERVIEW
Blue Diamond General Trading LLC is seeking an experienced and technically strong Senior Procurement Engineering specializing in MEP (Mechanical, Electrical & Plumbing) and civil. This is a critical commercial and technical role responsible for managing end-to-end procurement of all MEP materials, equipment, and services across the company's construction and fit-out projects globally.
The successful candidate will work closely with project managers, MEP engineers, consultants, and suppliers to ensure that all materials are sourced to specification, on time, within budget, and in full compliance with UAE regulatory requirements and relevant international standards.
KEY RESPONSIBILITIES
MEP and Civil Procurement
· Manage full procurement cycle for MEP and civil materials — HVAC, electrical LV/MV systems, plumbing, fire protection, BMS, and ELV systems.
· Review Material Requisitions (MRs) against BOQ, shop drawings, and project specifications before issuing RFQs.
· Identify and flag long-lead items (chillers, transformers, generators, MV switchgear) at project inception to mitigate schedule risk.
· Prepare and issue detailed RFQs with complete technical specifications, quantity schedules, and commercial terms.
· Evaluate technical bids against project specifications and applicable standards.
· Conduct technical submittals and manage the consultant/engineer approval process through to Approved status.
Supplier Management & Sourcing
· Maintain and continuously develop the Approved Vendor List (AVL) across MEP and civil categories.
· Qualify new suppliers through a structured pre-qualification process — financial assessment, technical capability, references, and site visit.
· Conduct annual performance reviews of key suppliers — on-time delivery, quality rejection rate, documentation, and responsiveness.
· Develop strategic sourcing initiatives including framework agreements and blanket POs for high-frequency materials.
· Manage international suppliers with full understanding of Incoterms (EXW, FOB, CIF, DDP) and total landed cost calculation.
Negotiation & Commercial Management
· Lead commercial negotiations to achieve cost savings in initial quoted prices through competitive tension, volume consolidation, and value engineering.
· Negotiate and manage key commercial terms: payment milestones, warranty scope and duration, liquidated damages, delivery terms, demurrage charges and price escalation clauses.
· Prepare and present vendor award recommendations with full technical and commercial justification.
· Manage purchase orders from issuance through to goods receipt, invoice approval, and payment milestone tracking.
· Apply Total Cost of Ownership (TCO) analysis for major plant procurement decisions.
Quality, Compliance & Documentation
· Ensure all procured MEP and civil equipment holds the required authority approvals.
· Manage Material Inspection Requests (MIRs), Factory Acceptance Tests (FATs), and Site Acceptance Tests (SATs) for critical equipment.
· Coordinate and track material submittals through the consultant/main contractor approval chain — maintain a live submittal register.
· Ensure timely collection of O&M Manuals, As-Built Drawings, Test Certificates, and Warranty Certificates as contractual close-out deliverables.
· Maintain a complete and auditable procurement document trail: RFQ → BCS → PO → GRN → invoice → payment.
Planning, Reporting & Coordination
· Maintain a live Material Delivery Tracker (MDT) cross-referenced against the master project schedule.
· Provide weekly procurement status reports to project managers and senior management — flagging risks and escalating critical delays.
· Coordinate with site teams, logistics, and warehouse to ensure smooth material receipt, inspection, and storage.
· Use ERP/procurement systems (Zoho Procurement) for PO management, delivery tracking, and reporting.
