HSE Engineer (Building Construction)

Job Summary

We are seeking an experienced HSE Engineer with a strong background in building construction projects in Dubai. The ideal candidate must have worked with a main contracting company and possess hands-on experience implementing Health, Safety, and Environmental (HSE) standards on active construction sites. The candidate will be responsible for ensuring compliance with UAE regulations, project safety requirements, and company HSE policies while promoting a strong safety culture across all project activities.

Key Responsibilities

• Develop, implement, and monitor project-specific HSE plans, procedures, and risk assessments.
• Ensure compliance with UAE health, safety, and environmental regulations, project specifications, and client requirements.
• Conduct daily site inspections to identify unsafe conditions and ensure corrective actions are implemented promptly.
• Perform hazard identification and risk assessments (HIRA/JSA) for construction activities.
• Conduct toolbox talks, HSE inductions, and safety awareness training for employees and subcontractors.
• Monitor high-risk activities, including:
• Work at height
• Lifting operations
• Excavation
• Confined space entry
• Hot works
• Electrical works
• Investigate accidents, incidents, near misses, and unsafe acts, and prepare detailed investigation reports with corrective and preventive actions.
• Ensure compliance with Permit-to-Work (PTW) procedures.
• Coordinate emergency preparedness activities, including evacuation drills and emergency response plans.
• Maintain HSE documentation, inspection records, incident reports, and statutory compliance records.
• Liaise with clients, consultants, subcontractors, and government authorities during HSE inspections and audits.
• Monitor the use of PPE and ensure workers comply with site safety requirements.
• Participate in internal and external HSE audits and ensure timely closure of observations.
• Promote a proactive safety culture through continuous engagement and awareness programs.

Required Qualifications

• Bachelor's Degree or Diploma in Engineering, Occupational Health & Safety, or a related field.
• NEBOSH International General Certificate (IGC) – Mandatory.
• IOSH Managing Safely or equivalent certification.
• First Aid and Fire Warden certification will be an advantage.
• UAE Driving License is preferred.

Experience Required

• Minimum 3+ years of HSE experience, including at least 3–5 years in Dubai/UAE building construction projects.
• Proven experience working with a main contracting company.
• Experience handling high-rise residential, commercial, mixed-use, or villa construction projects.
• Strong knowledge of Dubai Municipality, Tarkhees, DDA, UAE HSE regulations, and construction safety standards.
• Experience coordinating with clients, consultants, and subcontractors on large-scale construction projects.

Pay: AED5,000.00 - AED8,000.00 per month
