Parsons is looking for an amazingly talented Senior Infrastructure Manager to join our team!. This senior role is responsible for planning, leading and coordinating all site-wide infrastructure works for a large, complex development, including roads, utilities, service yards and public realm interfaces. The position spans the full lifecycle from early planning and design coordination through procurement, construction, testing, commissioning and handover of infrastructure assets. It focuses on ensuring that all external works and networks are technically robust, fully integrated with existing and future phases, aligned with authority requirements, and capable of supporting high-intensity operations and long-term growth. The role requires strong technical expertise, multi‑disciplinary coordination and close liaison with Client, master planners, authorities, utilities providers and contractors.
What You'll Be Doing:
- Lead and coordinate the planning and delivery of all site infrastructure works, including internal roads, access routes, drop-off zones, service yards, parking interfaces, and associated utilities.
- Manage the integration of new infrastructure with existing facilities and future phases, ensuring continuity of levels, alignments, capacity and operational access.
- Coordinate with master planners, traffic/transport consultants and architecture/MEP teams to optimise circulation, service routes, pedestrian movement and public realm interfaces.
- Oversee the design and implementation of wet and dry utilities (e.g. water, fire, sewerage, stormwater, power, telecom/data, gas, district cooling connections) in coordination with relevant authorities and service providers.
- Lead authority liaison for infrastructure scopes, securing required NOCs, permits and approvals and ensuring compliance with applicable regulations and standards.
- Direct the planning and development of service yards and back‑of‑house external areas, ensuring safe and efficient vehicle movements, loading/unloading, waste management, storage, and worker safety.
- Review and provide input on design documents, drawings, technical reports and method statements for roads, utilities, external works and interfaces.
- Monitor infrastructure construction activities for quality, safety, sequence and compliance with approved designs, raising and resolving non-conformances as required.
- Coordinate testing, commissioning and handover of infrastructure assets, including networks and connections to existing systems and third-party networks.
- Support value engineering and optimisation exercises for infrastructure works, focusing on buildability, phasing, lifecycle performance and cost efficiency.
- Identify infrastructure-related risks and interface issues early, develop mitigation strategies and maintain clear communication with project leadership, client stakeholders and external agencies.
- Prepare and maintain infrastructure progress reports, risk registers and handover documentation as required by project governance.
What Required Skills You'll Bring:
- Bachelor’s Degree in Civil Engineering or a closely related discipline.
- Master’s degree in a relevant field (e.g. Transportation, Infrastructure Engineering, Project Management) is an advantage.
- Professional registration or chartered status (e.g. CEng, PE or equivalent) is desirable.
- Minimum 15+ years of experience in planning, design coordination and delivery of large-scale infrastructure works on complex building, venue or mixed‑use developments.
