Job Title: Assistant Procurement Manager – Civil & Building Projects

Job Summary
The Assistant Procurement Manager is responsible for supporting procurement operations for civil and building construction projects. The role involves sourcing and purchasing construction materials, equipment, subcontractor packages, and services while ensuring cost efficiency, quality compliance, and timely delivery to meet project requirements. The position works closely with project, commercial, engineering, and finance teams to ensure smooth project execution.
Key ResponsibilitiesProcurement Planning & Strategy
- Assist in preparing project procurement plans based on project schedules and budgets.
- Review drawings, specifications, BOQs, and material submittals to identify procurement requirements.
- Develop procurement schedules and monitor critical long-lead items.
- Support strategic sourcing initiatives to optimize procurement costs and project performance.
Vendor & Subcontractor Management
- Identify, evaluate, and prequalify suppliers, manufacturers, and subcontractors.
- Maintain an approved vendor database for civil and building construction materials and services.
- Monitor supplier and subcontractor performance regarding quality, cost, and delivery.
- Develop and maintain strong supplier relationships to ensure supply continuity.
Tendering & Commercial Evaluation
- Prepare RFQs, ITTs, and tender packages for materials, equipment, and subcontract works.
- Analyze technical and commercial bids in coordination with engineering and commercial teams.
- Prepare bid comparison statements and procurement recommendations.
- Participate in negotiations to achieve favorable pricing, payment terms, and delivery schedules.
Procurement of Civil & Building Packages
- Manage procurement activities for:
- Concrete, reinforcement steel, cement, aggregates, and precast elements.
- Structural steel and associated materials.
- Finishing materials and architectural products.
- MEP materials and specialist systems.
- Plant, machinery, and construction equipment.
- Temporary works materials and site facilities.
- Civil and building subcontract packages.
Purchase Orders & Contract Administration
- Prepare and issue purchase orders and subcontract agreements.
- Ensure all procurement activities comply with contractual requirements and company policies.
- Track purchase orders, contracts, amendments, and variations.
- Coordinate with legal and commercial departments on contractual matters when required.
Logistics & Delivery Coordination
- Monitor manufacturing, shipping, and delivery schedules.
- Coordinate material inspections, factory visits, and delivery acceptance processes.
- Resolve supply chain issues and delivery delays.
- Ensure timely availability of materials and equipment at project sites.
Cost Control & Reporting
- Support procurement budget monitoring and cost control initiatives.
- Identify cost-saving opportunities and value-engineering alternatives.
- Prepare procurement status reports, expenditure reports, and supplier performance evaluations.
- Monitor market trends and material price fluctuations.
Compliance, Quality & Risk Management
- Ensure procured materials comply with project specifications and approved standards.
- Verify supplier compliance with quality, safety, and environmental requirements.
- Support procurement audits and maintain procurement records.
- Identify procurement risks and implement mitigation measures.
Stakeholder Coordination
- Coordinate with project managers, construction managers, engineers, quantity surveyors, and finance teams.
- Liaise with consultants, suppliers, subcontractors, and clients as required.
- Participate in project meetings and provide procurement updates.
