Description
The Quantity Surveyor (Tendering & Estimation) plays a critical role in securing profitable business and managing project cost efficiency from inception to award. This role is responsible for the comprehensive analysis of tender documents, accurate material quantity take-offs, preparation of detailed Bills of Quantities (BOQs), and sourcing realistic, competitive market pricing. Operating strictly within the civil contracting sector, the position ensures that financial submissions are highly precise, mitigating commercial risks while maintaining a competitive edge in bidding.
Key Responsibilities
1. Tendering & Pre-Contract Estimation
Conduct thorough reviews and technical audits of incoming tender packages, drawings, specifications, and scope of work.
Prepare detailed, structured, and fully compliant Bills of Quantities (BOQs) from drawings and project blueprints.
Identify potential commercial risks, discrepancies, and ambiguities within tender documents and raise clear Pre-Tender Clarifications (RFIs) to clients/consultants.
Participate in pre-bid meetings and site visits to assess localized logistical or construction complexities that impact pricing.
2. Quantity Take-Offs & Material Calculation
Execute highly accurate measurements and quantity take-offs for civil, structural, and architectural elements using advanced estimation software.
Calculate precise material consumption rates, ensuring standard wastage factors are accurately accounted for.
Establish structural cross-checks between architectural, structural, and MEP drawings to eliminate omissions or double-counting of material quantities.
3. Sourcing, Pricing & Vendor Management
Float technical inquiries to suppliers, manufacturers, and subcontractors to source actual, live market pricing for materials and specialized works.
Conduct strict technical and commercial evaluation of third-party quotations, ensuring alignment with specific project standards and contract parameters.
Build, update, and maintain a robust internal database of current material rates, labor outputs, and subcontractor pricing to streamline future bidding cycles.
Negotiate competitive pricing with vendors without compromising on material specifications or quality metrics.
4. Commercial Analysis & Value Engineering
Prepare detailed rate analysis for various items of work, factoring in direct material costs, labor, plant/machinery, and overhead margins.
Suggest alternative materials or construction methodologies (Value Engineering) to reduce baseline costs and maximize bidding competitiveness.
Assist the commercial team in compiling the final technical and commercial bid submissions for executive management review.
Key Performance Indicators (KPIs)
Estimation Accuracy: Variance between estimated quantities/pricing and actual project cost baselines upon execution (Target: $\pm 3\%$ margin).
Submission Timeline Compliance: 100% on-time delivery of comprehensive, audit-ready BOQs and tender packages within assigned deadlines.
Sourcing Efficiency: Turnaround time for securing valid, competitive quotations from market vendors (Target: Zero bidding delays due to missing quotes).
Value Optimization: Success in identifying and introducing valid cost-saving alternatives during the estimation phase.
Requirements & Qualifications
Core Education & Certifications
Bachelor’s Degree in Quantity Surveying, Civil Engineering, or a highly related commercial construction discipline.
Pay: AED6,000.00 - AED8,000.00 per month
