Job Purpose
The Authority NOC Coordinator is responsible for managing the end-to-end process of obtaining No Objection Certificates (NOCs), permits, and statutory approvals required for the design, construction, and handover of building projects. The role acts as the primary liaison between the company, its clients/consultants, and all relevant government and semi-government authorities in Dubai and other Emirates, ensuring approvals are secured efficiently, accurately, and within project timelines.
The ideal candidate has 5–7 years of hands-on experience navigating Dubai's regulatory approval landscape, with deep, current knowledge of submission procedures, portal systems, documentation standards, and relationship networks across all major authorities.
Key Responsibilities
Authority Liaison & Submissions
- Manage and coordinate the submission, tracking, and follow-up of NOC and permit applications across all relevant Dubai authorities for assigned projects and other Emirates as needed.
- Prepare, compile, and review technical submission packages (drawings, reports, calculations, and supporting documents) to ensure compliance with each authority's specific requirements prior to submission.
- Liaise directly with authority engineers, reviewers, and customer service representatives to expedite approvals, resolve queries, and clarify comments.
- Attend authority meetings, design review sessions, and site inspections on behalf of the company as required.
Process & Documentation Management
- Maintain an up-to-date tracker of all NOC/permit submissions, statuses, comments, resubmissions, and approval timelines across all active projects.
- Manage authority web portals (Dubai Municipality's DM platforms, DDA's e-services, Trakhees online system, etc.) including registration, submission uploads, fee payments, and status monitoring.
- Ensure all authority correspondence, approval certificates, and supporting documentation are properly logged, filed, and accessible for audit and project handover purposes.
- Flag authority comments and design implications promptly to the design and project management teams for resolution.
Coordination & Reporting
- Coordinate with internal design teams (architecture, structural, MEP, infrastructure) to ensure drawings and reports meet each authority's current submission standards before lodgement.
- Coordinate with contractors and clients on authority-related site requirements (inspections, testing, utility connections, completion certificates).
- Provide regular status reports to project managers and leadership on approval progress, anticipated risks, and timeline impacts.
- Proactively monitor and communicate changes in authority regulations, circulars, fee structures, and submission procedures that may affect ongoing or future projects.
Compliance & Risk Management
- Ensure all submissions comply with applicable codes, regulations, and authority-specific technical requirements (e.g., Dubai Municipality Building Codes, Civil Defence Fire & Life Safety Codes, DEWA Green Building Regulations).
- Identify and escalate potential approval risks or delays early, proposing mitigation strategies.
- Support due diligence processes on land use, zoning, and permissible development parameters for new project pursuits.
Authorities & Stakeholders Covered
