1. JOB PURPOSE

The role of the Resident Architect will be expected to cover the full Project Management, and FIDIC Resident Architect / DSA Contract Administration duties for post-contract services, as detailed in the DSA PM scope of services documents and Responsibility Matrices.

2. JOB ACCOUNTABILITIES LINKED TO OBJECTIVES

The Resident Architect may be required to fulfil duties as detailed below on single or multiple projects or working on strategic / special tasks and projects.

The Resident Architect must work closely with their immediate supervisor and line manager to establish and agree work scope and responsibilities of this role on the specific project.

The Role

The role is to work within and lead a project, site team to the ultimate success of the project.

This is DSA’s most senior Project Position on any project and role extends to looking after and maintain the best interests for DSA in terms of legal, contractual and or commercial positions on each project being responsible for.

The role has 3 facets to it:

  • Project Management
  • Contract Administrator
  • Architectural oversight

Project Management Role

  • To monitor and control progress and scheduling.
  • To monitor the control of costs on all contracts as performed by the Quantity Surveyor / Commercial Manager.
  • To Monitor and Manage the Change Management process.
  • To coordinate the efforts of all Consultants, Contractor, Suppliers and associated parties with the project.
  • To monitor the Contractor’s Logistics, and compliance with Health and Safety, and Environmental Management Plans.
  • Report, on a regular basis, on the status of the project at all stages, highlighting performance issues, delivery deficiencies, corrective actions, and recommendations.
  • To establish communication protocols, systems and procedures.
  • Manage, monitor and maintain the performance of the DSA team and report and recommend any required allocations and or staff revisions to the Project Director.

The RE will adopt an impartial and multi-disciplinary approach in handling the project. The RE will display a global interest in the total project, encompassing the Design team, Construction Personnel and Client.

During the Construction phase, the RE will give opinions and make recommendations to the Client that will influence and guide the works to assist the meeting of the Project objectives.

The RE will also monitor the construction works; all health, safety and environmental matters; and the actions of the consultants to protect the Client’s interests.

Contract Administration Role

The RE is responsible for the complete administration of the DSA contract between the Client and DSA.

This will involve providing all formal written instructions, Final adjudication on and recommendation to Extension of Time Claims, Cost Variation orders, dispute resolution, and acting on all duties and obligations under the contract within the limits of authority as defined therein.

Architectural Oversight

  • Ensure that the site teams are aware of and have a common understanding of their respective roles and responsibilities.
  • Ensure that the Site team is suitably experienced and qualified to fulfil their respective roles and duties.
  • Ensure the code of conduct of DSA site personnel is appropriate and professional.
  • Act as ‘facilitator’ for the resolution of internal conflicts and associated challenges.
  • Monitor the status of open items in the ‘Action Lists / logs’ to ensure speedy resolution of issues.
  • Assist in monitoring TIE/RFI and other pre-engineering responses to minimize cost implications and maximise project benefit.
  • Assist in risk monitoring, control and responses/ contingencies.
  • Assist the Site Architect in monitoring the drawing deliverables schedule and progress.
  • Ensure training and mentoring is provided for all DSA site personnel where necessary.
