The Civil Foreman is responsible for supervising day-to-day site activities, managing site manpower, and ensuring civil construction works are executed safely, efficiently, and in accordance with approved drawings, project specifications, and quality standards. The role coordinates workforce, materials, equipment, and subcontractors to achieve project milestones while maintaining compliance with health, safety, and environmental (HSE) requirements.

Key Responsibilities

1. Site Preparation & Mobilization

  • Organize site workforce and daily work activities.
  • Arrange tools, equipment, and materials required for daily execution.
  • Ensure work areas are safe, accessible, and ready before commencement of work.
  • Coordinate site mobilization activities in line with project schedules.

2. Daily Work Supervision

  • Supervise laborers, skilled tradesmen, and subcontractor workforce.
  • Allocate daily and weekly work assignments based on project priorities.
  • Monitor workforce productivity and optimize resource utilization.
  • Ensure work is carried out according to approved drawings, specifications, and site instructions.
  • Guide workers on proper construction methods and safe work practices.

3. Construction Execution

  • Supervise excavation, earthworks, formwork, reinforcement, concreting, masonry, plastering, finishing, and other civil works.
  • Verify setting out, dimensions, levels, and alignment before execution.
  • Monitor workmanship and ensure compliance with project specifications.
  • Coordinate with MEP teams to facilitate interface works and avoid clashes.

4. Material Management

  • Verify the availability of materials before commencing work activities.
  • Monitor material consumption and minimize wastage.
  • Raise material requirement requests based on project progress.
  • Report shortages and coordinate with the Site Engineer or Project Engineer for timely replenishment.
  • Ensure proper storage, handling, and protection of materials.

5. Quality Control Support

  • Conduct preliminary inspections before consultant inspections.
  • Ensure all works comply with approved shop drawings, specifications, and quality standards.
  • Identify defects and ensure prompt rectification of snag items.
  • Assist in preparing Work Inspection Requests (WIRs) and inspection documentation.
  • Maintain high standards of workmanship throughout project execution.

6. Health, Safety & Environment (HSE)

  • Ensure compliance with all site safety rules and company HSE procedures.
  • Verify that all workers wear appropriate Personal Protective Equipment (PPE).
  • Conduct daily toolbox talks and safety briefings.
  • Identify unsafe conditions and report hazards immediately.
  • Maintain housekeeping standards and promote a safe working environment.

7. Coordination & Communication

  • Coordinate daily site activities with Site Engineers, Project Engineers, subcontractors, and other disciplines.
  • Attend daily coordination meetings and communicate work priorities to site teams.
  • Resolve routine site issues and escalate major technical or operational concerns.
  • Ensure effective communication between management and the workforce.

8. Progress Monitoring

  • Monitor daily work progress against project schedules and targets.
  • Maintain manpower deployment and productivity records.
  • Identify delays, constraints, and resource shortages.
  • Assist in implementing recovery plans to maintain project schedules.
  • Submit daily progress updates to the Site Engineer or Project Manager.

9. Testing, Inspection & Handover Support

  • Prepare completed works for consultant and client inspections.
  • Assist with testing and commissioning activities where applicable.
  • Coordinate snagging and rectification works.
  • Support project handover, close-out activities, and final inspections.

Documentation & Reporting

Maintain accurate and up-to-date records of:

  • Daily Work Allocation
  • Manpower Attendance Records
  • Daily Progress Reports
  • Material Requirement Re
