Within UNDP, the Office of General Operations (OGO) is entrusted with the oversight of premises-related matters for UNDP Country Offices (COs) Regional Hubs (RHs) and HQ, which includes relocation, construction, leasing, renovation, and management of UNDP-owned properties. OGO maintains a SharePoint-based UNDP Premises Database and Premises Case Management System tracker system which require accurate registration and timely updates of all UNDP premises and COs’ case submissions.
Job Purpose Under the overall guidance and the direct supervision of the Operations Analyst, the Premises Associate works closely with the OGO Global Premises Team to review business cases and premises-related legal agreements submitted by COs. The staff demonstrates a client-oriented approach, analytical capacity, attention to details, and the ability to work with people from diverse cultural backgrounds.
UNDP personnel are expected to work across issues, units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration. The role contributes to corporate oversight of the UNDP global premises portfolio and system wide Common Premises arrangements.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
Duties And Responsibilities
- Support efficient premises management implementation
- Support the review, processing, and tracking of premises-related cases submitted by COs:
- Review business cases and proposals for new and existing premises to ensure conformity with UNDP space, security, legal, financial, and operational standards.
- Review draft agreements (leases, MoUs, MoAs, amendments), identifying discrepancies or risks, and provide clear, actionable feedback.
- Support the negotiation process by providing input to the team on key risks and standards.
- Support the maintenance of the UNDP premises database, serving as an alternate focal point for the database.
- Contribute to ensuring full compliance of premises-related activities with UNDP rules, regulations, policies, and strategies.
- Liaise with UNDP COs, RHs, RBx, BMS units, other UN agencies as needed
- Support quality control of premises documentation submitted by COs (CBAs, lease drafts, MoUs, security clearances, funding confirmations).
- Act as a first line reviewer of premises submissions before escalation to Legal (OLS), OFM, or senior GPT staff.
- Assist with premises contract tracking, ensuring that COs meet deadlines for renewals, amendments, and notice periods.
- Monitor compliance with premises standards, including minimum space requirements, cost sharing methodology, and governance structures.

- Research background materials, organize briefing materials for Task Team on Common Premises and Facilities Services (TTCP+FS) as requested by supervisor.
